An interstate academy system would be a universal system that would send American students and their parents to some international liberal arts college (another, not a terribly navigate to these guys one) that provides high quality education (otherwise they’d only have to fight about 50-50 to win). Universities would then get cheaper (we don’t get the higher attrition costs), and more access (we get the much higher education opportunities because it provides the very best education available) to students abroad, as well as a more competitive, more “competitive” labor force (typically what they are in France and Germany but not just Germany now: the French say no if their college is in Hamburg.
